Culebra is a small island off the eastern coast of Puerto Rico, an autonomous region of the unincorporated territory of Puerto Rico. Known as "Culebra", the crescent-shaped island has an area of only 30 square kilometers and a resident population of about 2,000, and is known for its pristine beaches and ecological preservation.
Recognized as one of the best beaches in the world, Culebra boasts Flamenco Beach, whose powdery white sand and turquoise waters attract snorkeling enthusiasts. The island's Culebra National Wildlife Refuge, a habitat for endangered sea turtles and seabirds, is off limits to large-scale development, preserving an intact coral reef ecosystem. Turtles can be seen swimming in groups on the northeastern beach of Carlos Rosario, while the nearby island of Little Culebra is popular for day trips with its uncrowded beaches and crystal-clear waters.
The island's main town, Dewey, is known for its colorful houses and laid-back Caribbean atmosphere. Visitors can participate in kayaking through the bioluminescent bay, snorkeling to see the coral reefs or the seasonal turtle conservation program. Due to a policy of daily restrictions (up to 200 people), advance permission to board the island is required, and the best time to visit is during the dry season from December to April. Access is by ferry or small plane from the main island of Puerto Rico, Ceiba or Fajardo.
