Lower Toa (Toa Baja) is a coastal municipality in the northern part of Puerto Rico, located within the metropolitan area of San Juan, about 15 kilometers from the capital city of San Juan. With an area of about 60.3 square kilometers and a population of about 89,000 (2020 data), it is one of the more densely populated towns in Puerto Rico.
Baja Toa is bordered on the west by the municipality of Toa Alta, on the east by the municipality of Cataño, and on the north by the Atlantic Ocean. The city's name is derived from the Taino word "Toa" (mother) and the Spanish word "Baja" (downstream), and is named after the lower reaches of the Toa River. Its history dates back to the Spanish colonial period in the 16th century, and the city was officially founded in 1745, preserving the remains of colonial architecture.
The economy is based on manufacturing, retailing and services, with several industrial zones.
